Grant of Marriage Certificate to overseas Indians getting married in India The Ministry of External Affairs, India has been receiving representations from a number of Overseas Indians regarding difficulties being faced in getting a marriage certificate issued by the Registrar General’s Office in different States of India. The main reason for this problem is that concerned authorities are insisting on providing Aadhaar card of the bride and the groom but most of NRIs & OCIs do not possess Aadhaar card.

2. In this regard, attention is invited to Circular No. 6-1/2016- UIDAI (DBT) dated 15.11.2017 (copy enclosed) issued by the Unique Identification Authority of India (UIDAI) which clarifies that linkage of Aadhaar number with various services/benefits/schemes should not be expected from NRIs/PIOs/OCIs as they are not eligible for Aadhaar enrolment as per Aadhaar Act, 2016. The illustrative list annexed to the Circular includes services provided by the State Government. In place of Aadhar card, alternate and viable means of identification (e.g. Passport, OCI Card etc.) could be sought from the Overseas Indians.  A copy of Circular No. 6-1/2016- UIDAI (DBT) dated 15.11.2017 is attached.
